Right now, Google Checkout is not about making profits, but getting as many ecommerce site operators use. It is about getting as many people use their service as possible — and get customers away from their main competitors such as Paypal. eBay has forbidden its sellers from accepting payments from Google Checkout, so Google has to dangle more carrots and offer bigger discounts to potential users
